Where and under what legislation can you use lethal force in self defense?
Additionally, what steps must you take in order to purchase a firearm in
general, or a pistol specifically.

No right to self defense?  Of course you have a right to self defense in
Canada.

What programs for minorities?  I've lived here 25 years and have yet to
receive anything from the guvmint for being a minority.  I think I can get
free ESL lessons to pass my citizenship exam, but since I read at a phD
level and already am a citizen, I don't think I need them.
