Im not sure exactly what you're looking for here - but I do know that most of your JS libraries have some form of an IDE to work with, mostly within Eclipse. Obviously Aptana has a JS editor that works with a majority of the JS libraries out there. The only problem with Aptana is some are out-of-date; i.e. the Ext library in Aptana is still on 1.1.
