Wow. I can't help you much with any agencies, but I would recommend figuring out what their biggest fears are and catering to those. For instance, if they think using another language would be faster to deploy time, talk to them about CF's rapid development capabilities. If they are concerned about the developer costs, talk to them about how fewer developers can achieve more work with ColdFusion's built-in functionality and how your in-house staff is already trained in that language and the inner workings of your company.
