I expected it to delete it but it would recreate the log if there was another exception...which is what it didn't do. I am wondering if there is an xml file somewhere that has a list of the log files...

Delete button does exactly what mos folks expect it to do, in even warns you after you click it as adam said, cant get much more obvious really.
