   This is normal for non HDLC encapsulated circuits.  I keep two RJ45 
homemade loopback plugs in my desk, one for 56K and one for T1 to test, 
this is why I mentioned hardwire.

   If you can do a loopback with a loopback jack try it or better yet 
loop from the dmarc.

  Of coarse you may have to beat up the telco some more too as they ll 
too often declare a line good after minimal and incomplete testing.
