Hi

It will perform load balancing on a per packet basis
If one of the links fails, packets WILL STILL BE ROUTED via that link.
Actually you will see half of your packets lost.  Static Routes have a
weight of 1, i.e. they are highly believable.

You need a dynamic routing protocol, like EIGRP or OSPF to accomplish your
two tasks
