Fernando is correct. For some reason, the IOS did not load properly. Look at your
config, maybe you have bootsystem flash statement in their that is pointing to the
wrong partition.

your router missing the IOS in flash memory, for you solve this problem, do
you load a new IOS
in flash memory and reload the router
