Actually, I regularly use IP unnumbered with different subnets for dialup
links, quite successfully.  I also doubt that an IP problem would cause a
'user busy' error with the call setup, although I have seen some fairly odd
errors returned at various times so you never know :-)

What does 'show isdn status' show at each end?  I assume it's not a simple
case of the BRI on the called router being in use for something else?
How about debug isdn q931 at the called end - does SITE2 see the incoming
call at all?
Debug dialer at both ends might show something useful as well, and debug
ppp negotiation can sometimes throw up interesting information.
Or, of course, you may have a telco problem with the line at one of the
sites...

your SITE2 BRI0/0 is using 192.168.1.1 (e0/0)

Now you probably rationalize in your head "but I put dialer map
statments!"..........that doesn't matter, you can do dialer maps, but both
ends of the point to point link must be from the same subnet.
