Chuck,

  I've seen this when doing frame relay multipoint on
subinterfaces or NBMA on the main interface.  I'm not
sure what's happening, but I think it has something to
do with not having a map statement that will match CDP
as a protocol.  CDP is typically encapsulated in a
SNAP frame using a multicast destination MAC address
(0100.0ccc.cccc I think).  Let the group know if you
find a fix.  Maybe a 'frame-relay map bridge' command?
