When you configure your 2 serial interfaces with DLCI information, you will 
need to issue frame relay route statements from one interface to the other 
interface, in this manner:

frame-relay switching
!
interface Serial1
no ip address
encapsulation frame-relay
keepalive 15
frame-relay lmi-type ansi
frame-relay intf-type dce
frame-relay route 100 interface Serial2 200
clockrate 2000000
!
interface Serial2
encapsulation frame-relay
keepalive 15
frame-relay intf-type dce
frame-relay route 200 interface Serial1 100
clockrate 64000
