your line assignments are incorrect.
We have a 16 port async module (NM-16A) in a 2611 and the first 16 ports are
33-48 NOT 1-16
Here are bits from our config:

Line(s) not in async mode -or- with no hardware support:
1-32, 49-64
Notice the last line.... with no hardware support, lines 1-32. And you can
see that indeed, at least on our router the lines are 33-48. (see the star
*, I'm telnetted in right now and that's me on vty 66)
This 2611 is the hub of our 14 router, 2 switch lab and is used primarily
for reverse telnet and it works flawlessly.
Try re-numbering and let us know.
