This is a telco problem. Overutilization will not cause CRC's. Your
interface resets are being caused by missing/corrupted LMI packets. I would
be concerned about the high CRC errors for starters. You could also look at
show frame lmi and see how quickly you seem to be loosing LMI packets. The
interface will come down if you loose more than 3 consecutive lmi packets.
