The % of interrupt cpu is due to all interrupts being issued to the cpu . for the most part this value is due to an interrupt context switching method ( fast , optimun ,cef, netflow , etc) and also accounts for the usage of interrupts in the first part of a processs context switching method ( i.e process switching )till the packet is placed in the ip input , ipx input,etc queue time where the interrupt is relinquish
