I can't quote an exact number for an acceptable level of variance, but the
variance you are seeing doesn't look good. Also I think you said users are
complaining of disconnects. Once you have lots of user complaints, then, in
general, you're past the acceptable level of variance.

Have you tried Trace Route? It might indicate a routing loop problem. Once
again, trace route into the network. Don't trace route to the router. (IOS
rate limits ICMP TTL Exceeded messages, so you don't get a good idea of the
actual delay.)

What is the reliability of these two links? Is it a lot less than 255/255?
Have there been a lot of CRC errors? The fact that both links are affected
points to any component that they both share. Buliding wiring to the POP?
Wiring to the service provider?

On the Frame Relay link, are there lots of FECNS, BECNS, DEs? Are you
exceeding your CIR?

Have you tried some other tests besides Ping? Do you have a protocol
analyzer that would let you look at some packets when you do some more
advanced testing?

Finally, have you involved the service provider? I think you should get them
to run some tests.
