The adapters don't need to match in both routers. You can use HSSI in the 3600 and T3 PA in the 7513. Are you provisioning the DS3s as ATM circuits? If so, look at the ATM modules for 3600 series. I have had no problems using the single port ATM NM on the 3640 chassis.
