Your problem is that both routers are set to recover timing from the line. 
Telcos don't generally provide timing for DS3s, so you'll need to set one
router for internal clock.

A lot of folks that work with T1s know that telcos can and do provide timing
for those lower-rate circuits.  How they do this is a mystery to most
folks.  It isn't some magic button or switch.  Telcos (usually the LEC) have
to run a T1 through a Digital Access Cross-connect System (DACS) in order to
provide timing.  There are T3 DACS systems, but I'm not aware that any of
them are capable of providing timing (I’m not saying absolutely that none do
but I am saying that I haven’t found a DACS manufacturer that claims to
support such a feature).  It isn't economical for one thing.  It isn't
useful to the carrier for another.

The internal details of how DACS provide timing for lower-rate circuits get
a little esoteric and are hard to discuss without a whiteboard handy.  I'm
contemplating an article on WAN technologies for IP folk, so maybe I'll get
into that later.
