Added the requested restore-behavior documentation in 7c86f0b47.\n\nThe English and Chinese incompatible-changes entries cover: the affected CDC-base components, filtering restored state for tables removed from the current capture set, the safe fallback when discovery is unavailable or empty, the user-visible restore impact, and the no-config migration guidance.\n\nI kept this documentation-only follow-up separate from the safety fix in e381b8ebe.
