Thanks @SEPURI-SAI-KRISHNA — one thing I didn't pick up in my earlier replies: the "once per second" wording in the javadoc on the test-only resize is my mistake. With 4000 rows per split and the sink at 500 rows per second, the contention-free window is once per 8 seconds, not once per second. The conclusion against the 15 second checkpoint interval still holds, but the stated margin is wrong, so I'll correct that javadoc on my PR myself rather than leave it as is.
