Why not use an own cargo:commons-vfs:version of a nightly snapshot of your choice? You might even tailor it down to the functionality you need. Other projects have done so, too (Axis, FOP, Batik, Ant, ...). While we all agree, that this is not the best approach, in case of Cargo this might be the perfect option. Despite the other mensioned projects Cargo is more a product and should normally not introduce version clashes for clients.
