Anyone interested in using self-watering raised-bed boxes with
attached trellises can find plans for building your own at a fraction
of the cost of the manufactured ones. Google

to find details. One of these can hold 2 tomato plants. Lots of folks
have been experimenting with these, and some have made dozens, mostly
for small urban lots (and tomato growers whose sunny space is in
paved areas). I'd guess that even the cost of homemade variety would
be prohibitive for community gardeners, unless the soil is so
contaminated that raised beds and imported soil are a must.
But with some funding, building a bunch of these could be a fun
"decentralized mini victory gardens" community service project --
give one to people who have enough room for a very small garden. The
community-building part could be, say, seed distribution and
gardening classes.
