When i cook ground beef i use a wooden or hard plastic cooking spoon to break up the meat. Breaking it up before cooking is a good idea. While the meat cooks i continuously chop the meat abd stir that way it gets into smaller pieces. I can usually tell by the texture of the meat when it is done. I have never found it to be raw.
