Joa, I hope you're doing this under the supervision of an A & P.  
He/she will tell you that you drill
the rivets out with a #30 bit, but only drill about 3/32" into the 
head of the rivet.  Then use the
shank of another #30 bit, slip it into the hole, wiggle it and the 
head should break right off from the
rest of the rivet.  The other end of the rivet should then fall out.
