Two reasons:

Back then the mixture control (The Knob and cable) were probably optional
at 
extra cost (like $5.00).  Also, lots of little Continentals went into the 
trainer market, in Champs, Luscombes and Cessna 120s.  Students had
trouble 
telling the mixture from the carb heat (or cabin  heat) and they are
really 
sensitive, and they'd yank it out and freek.

If you do, you can't use it any more and that's that!  (Shouldn't need to 
anyhow.  If full throttle for 15 seconds (do a static RPM check here)
won't 
clear it, it needs attention.)
