One member approached him, and three approached me. The one member said
he responded with,
"Coworking isn't supposed to be quite!" So I guess he ignore her. This
is true, I would like members to feel that they can work it out amongst
themselves but were still getting the hang of dealing with minor issues.

Regardless of phone etiquette, if they're coming straight to you,
that's a systemic issue you might want to solve sooner than later.
You'll find lots of joy in having members that know how to work out
their problems without you.
Far worse things than noisy phone usage will happen if people are
really collaborating, so starting early and with simple issues like
this can be very valuable!

Outside of that, if this person is insensitive to their

way... and since he'd never know since they didn't approach
him it would create tension, for that person at least, any

If your approach was simply the manager reminding someone
about points in the membership agreement, then you are
dealing with an overly sensitive and insecure person, and if
not this incident then something else would be cause for
sensation.
