I don't see how plugin lists are a definitive proof of abusive behavior.
I recommend any server op to run their own sm and mm builds which
disallow the use of the sm and meta commands just for security reasons.

one in OW that benefits players/gives them extra influence on
reporting servers depending on record, and gives some form of
XP boost for doing a good job.
