Well, it'd be nice if Valve would communicate with us on what they're doing. That way we don't have to guess based off what is essentially rumors.
But the bans for shared IPs seem likely. It maybe shared computers. There is currently only guesses, but obviously people are reporting that they've been banned even though they have no GSLT and do not run any servers.
