It's actually not just semantics, so the dismissive tone is misplaced. Inherited values have a different place in the cascade than do directly-assigned values, regardless of whether they come from the author, the reader, or the user agent (browser). Inherited values have no specificity-- not zero, none at all. Assigned values always have some level of specificity.
