Depending on what sort of fancy effects you want, I'd just tend to write
to the standard, and not really worry about specific IE support; IE8 and
later actually seem to do pretty well in that respect. I think that IE7
can largely be ignored, but I'd recommend taking a closer look at the
analytics, beyond just the raw percentages, before making that decision.

The move off Windows XP has been amazingly slow, and XP still has
sizeable market share. Since Microsoft has not released IE9 or later for
XP, as long as XP has a significant share, I don't think you will want
to abandon support for IE8, if you feel you need IE-specific support at
all.
