I think that IE7 can largely be ignored...

I agree for this reason: I had to install XP SP3 (with IE6 retained) fresh several days ago. The actual installations were uneventful, but getting Windows Update to work was a serious pain. It wasn't until I installed it fresh the 4th or 5th time, and left automatic updates enabled, that it would work, but only after I gave it a few hours to get the initial updates batch installed with a reboot. It looks like anyone still running XP who cares at all about security will have IE8 installed.

The move off Windows XP has been amazingly slow,

I don't think it's amazing at all. Some reasons to avoid "upgrading" include:

1-Horror stories when Vista was young

2-Horror stories about W8 UI

3-Hardware requirements for Vista+ not met by systems running XP

4-Requires spending money for the OS alone, not to mention bringing hardware up to requirements if even possible

5-No installation media provided or available with newer PCs, only "restore" media, which commonly obliterates multiboot installations where applicable, and user data

6-Retiring working systems in order to "upgrade" is ecologically unfriendly

7-It cost lot of money to upgrade custom applications to run on IE8 instead of IE5 and/or IE6 that bean counters don't want to do again unless and until forced.

8-Afraid of or don't know about alternatives to IE

9-Afraid of or don't know about Linux

Termination of XP support is less than 7 months away. Less than a year from now the optimal answer to $SUBJECT may be markedly different.
