Depends on how you define 'national movements'. However it is obvious that a state that imposes a religious / ethnic test on immigrant and citizenship status must be considered racist and a non-democracy by definition. This is especially true of a state that has a national policy of encouraging immigration. For example, when the US had an official immigration policy that restricted immigration to certain ethnic groups, such a policy was clearly racist. During the years of legalized segregation which institutionalized 2nd class citizenship status of Blacks, the US practiced Apartheidism - just as Israel does today. There is no doubt that Israel is a racist/ apartheid / segregationist state and those who claim that anyone who points this out is somehow 'anti-semitic' is a Dissembler.
