The phrase "cover expenses" is misleading, companies
rarely do any actual work for free (aka: non-profit / passthrough),
this kind of work gets billed just like any other gruntwork,
and then some more since it's specialized and secret,
and usually involves building out another office space.
Profit is made. And when profit's being made off something,
whether legal ethical or not, there's also rarely any independant
self interest in doing anything to interrupt that profit.
