TURKEY:

Turkey Ratifies Protocol Abolishing Death Sentence


Turkey has ratified the Protocol No. 13 to the Convention for the
Protection of Human Rights and Fundamental Freedoms Concerning the
abolition of the death penalty in all circumstances.

Turkey signed the protocol on January 9th, 2004 by taking into
consideration the Protocol No. 6.

-PROTOCOL NO.6-

Turkey signed the Protocol No.6 to the Convention, concerning the
Abolition of the Death Penalty, on January 15th, 2003, and approved it on
December 12th, 2003.

Protocol No. 6 to the Convention does not exclude the death penalty in
respect of acts committed in time of war or of imminent threat of war.

Under the Protocol No. 13, the death penalty shall be abolished and no one
shall be condemned to such penalty or executed.

No derogation from the provisions of this Protocol shall be made under
Article 15 of the Convention, and no reservation may be made under Article
57 of the Convention in respect of the provisions of this Protocol.

Armenia, Azerbaijan and Russia have not signed the Protocol No. 13 while
Albania, France, Italy, Latvia, Luxembourg, Moldova, Poland and Spain have
not ratified the protocol although they signed it.
