Windows-native is coming soon - the developers are now arguing
whether or not to require cygwin for development (only).
From another mailing list:

I sent patches for a native Win32 port of v7.2.1 out a few days ago.
It's sure a couple weeks away before something against current CVS HEAD
comes out of that.
Similarly to Neven, the article seems to be a reasonable summary of
anything I've heard re postgres on windows. If you have a reasonable
amount of windows experience, you should be able to get something going.
Postgres on Linux, however, is *very* easy to setup - you pretty much
type tar, cd, config, make, make install, initdb, pg_ctl, and
check your uptime once a year or so.
