Try this to reproduce this issue with Ubuntu MATE so you can test it, but it is inconsistent. All you have to do is click around in the wallpaper selector frame. I tried different wallpapers, most of the stock Mate ones seem safe usually. It really hates the default Ubuntu-Mate branded one, AND the one you select after that even if it is a safe one. The second safe one selected seems to work. The wallpaper that worked best for me was a Dalek wallpaper from the BBC I downloaded. Bad news for the Doctor I’m afraid...
