That's only true to a certain extent. Some parts of the world may have better regulations for ISPs than others, but the situation for users on shared networks and unencrypted WiFi is more or less the same. DNS is still the most easily snoopable and spoofable security/privacy weak point for those users.

In any case, the point of this experiment, as described, is to figure out how useful/workable DoH would be for users in the wild. If we limit the study to certain regions, it's hard to say with any certainty that users in other regions wouldn't benefit from it.
