My understanding is that it will be opt-out. In terms of whether this is expected behaviour, I think that the expectation is already in place in the bullet that you previously listed. "2. Refine & Polish Give us feedback to help us put the final tweaks on performance and functionality in a stable environment." Telemetry is a method to automatically provide the feedback listed above.
