No. By clicking the X or otherwise dismissing the notice the instance will be
opted in to Telemetry.

I think you and I are making assumptions based on the language in this bullet.
If we are to go ahead with this change, we may want to change the wording here
to make it clear that feedback is automatically submitted by default.
