3) excalibur-configuration-1.0.jar is new in the release, but the changes file doesn't say why - but I guess there must be some change to Phoenix, which needs this jar?
Peter Royal : why was this put in? It does not appear to be used by Phoenix : http://cvs.apache.org/viewcvs.cgi/avalon-phoenix/lib/ ?only_with_tag=RELEASE_402-branch It has been in for at least 7 months.

The configuration validation uses code from that package, as well as the 'file system persistent config repo'
