Ok, here are my comments:
1) The bugfix http://nagoya.apache.org/bugzilla/show_bug.cgi?id=13600 is not in the release. Don't know if it was meant to be, it's not a major issue for us, don't know about others.
Added. cited in changes.
2) http://nagoya.apache.org/bugzilla/show_bug.cgi?id=16738 is a patch for the docs and could be applied.
Downloaded patch is unusable by me.
3) excalibur-configuration-1.0.jar is new in the release, but the changes file doesn't say why - but I guess there must be some change to Phoenix, which needs this jar?
Not that new. I could put it in the news section for 4.0.1 I guess, but....
4) The changes file is generally not up to date, there is an entry, which just consists of a "?" and other entries state "backwards compatibility lost", but don't explain in what way. IMHO, even if the docs are in disarray, at least the changes file should be up to date for a release.
changes.xml worked on.
& uploaded again to http://cvs.apache.org/~hammant/phoenix/
