I just downloaded it and it worked. You need to save as, for example, "foo.gz" and then "gunzip foo.gz". The problem is the webserver is misconfigured and supplies the wrong MIME type, but if you "save as..." it works.
That worked for me.
I've partially applied it though. Reason? Docs changed from bespoke style to forrest style on the head, but have not done so for the 402 branch. It is way too hard to apply these manually for something that is essentially a set of spelling/case/typo changes.
