    happen, but perhaps we can find a way with PMC voting or something along
    those lines.
    
    I like the idea of a NGCC, but we shouldn't subscribe to it as the only
    medium for discussions of big issues/features/concerns.

    p.s. Yes, Jira can serve a similar purpose as a dev@ thread, but it's
    usually not a great place to have design discussions of large features (I'm
    guilty of this).
