It looks like what you need might require some clarifications of ASF policies and probably infrastructure support as well. IMO, the best way to make these things happen is to create concrete proposals that the ASF (Board, infrastructure, Members if needed) can approve - modifications or clarifications to existing policy, requests for infrastructure services etc. https://cwiki.apache.org/confluence/display/COMDEV/ComDev+Wiki is a good place to prepare those, but any open collaboration place works.
