Yes, public domain documentation is allowed. The only issue is that you
have to send me a Privately Signed (This is legal in the US.) email,
stating that the document is under the Public Domain. The reason it
hasn't been talked about more is because getting and maintaining a
Privately Signed key is interesting, but it is an option.
