You said OOo is giving benefit to Avery. - By choosing a summary of:
"Why are we supporting Avery wrt labels?" and by writing "this is
wrong".

Define precedence. Kicking out Avery because they didn't pay $XXX or
because they didn't sponsor a price?

Having label-formatss from the "Supporters" is fine, but if that means
to "punish"/hide those who did not "contribute" directly, then you get a
big "no" from me.

Again: OOo is for the users. Manufacturers of labels with a significant
coverage in a given country/region are free to send in their label
fromats (as e.g. Herma did).
The file is officecfg/registry/data/org/openoffice/Office/Labels.xcu -
with the schema definition in
officecfg/registry/schema/org/openoffice/Office/Labels.xcs

You claimed OOo is "offering Avery formats as the default". This has to
do with Avery starting with "A" and thus being first in an
alphabetically sorted list.
