Thanks. My memory doesn't hold enough trivia, so I often get these things wrong.
... the only way I know to move a customized toolbar... is to save the standard bar in a dummy doc, save the custom bar in the module, then save the (now-standard) bar in the receiving doc, and finally restore the real standard from the dummy. Lot of work :-(
So you can't save the "dummy doc" as a template and then start a new doc from the template, with the customized toolbar still there? I haven't tested that myself yet, though I had intended to do so today.
