Tried (under 2.4.1) saving *dummy* as template, and also customizing
while editing a template. Both worked uselessly: save accepted, but
customized menu never showed up again, even while editing the
template, much less in the new doc created from it. So, apparently

I've no problem with that, using OOo3beta_m4. I have defined a new
toolbar and a new menu in the template. Documents based on that template
have got that toolbar and that menu. Perhaps you missed some step? I can
send you the test template if you like.
Thanks, Regina. That's good news! I'm just heading off on a 5 to 7 day
trip, but when I get back, I'll try it myself and then add a bit to the
Getting Started guide's chapter on customizing OOo.
