This has never been needed for Documentation. Only for those uploading
the documents on the cvs repository, the CA/JCA/SCA was or is needed.

When the change for SCA appears, this was one of my request to the AB,
because I fully agree with you that this would have driven away
contributors.
However, I remember the PDL licence was also problematic, it has been
seen by some contributors as a too difficult tool to follow changes. I
like this licence so I don't see it like that, but others can may be
express their concerns about it, if there is still any.
