Since there is no reason to drive 100+ MPH, auto manufacturers
should not make vehicles capable of going that fast.

'Needed in the core' -- what of the current modules are 'needed
by the core?'  Nothing in the core needs mod_speling, or
mod_rewrite, or...

I think this is a cockeyed metric to use.  Un- or insufficiently-
tested modules, maybe, but shutting things out because of 'core
need'?  I do not think that is valid.
