That sounds like letting 'we should' wait upon 'we dare not.' :-)
I do not know about anyone else, but I personally think the
effort has historically been directed toward making Apache
as featureful and *good* as possible, not making it perfect
and keeping it so small that we limit functionality in order
to keep out the possibility of bugs.  Warts go along with this
stuff.  One of the strong facets has been letting people
work on whatever they want to work on, as long as they were
willing to support it, and nearby eyeballs would help watch for
bugs.  Saying you can do that only within a limited set of
rules is, IMHO, contrary to the spirit of the project.
