That's just marketing! Configuring the server is not a "no learning required" activity, particularly if you are using mod_rewrite!

Graham's point is, I think, that for most setups, although ugly, the
config does not require a lot of thought. Compare, for example,
a "typical" Apache config to sendmail's sendmail.cf file :)
